Access to safe water, basic toilets, and good hygiene practices is a basic human right and a universal development priority with great potential to improve health, life expectancy, education, food security, and livelihoods of all people. As such, Sustainable Development Goal (SDG) #6 is “to ensure availability and sustainable management of water and sanitation for all”. WASH objectives are also relevant to the achievement of SDG #5: “Gender equality and empowerment of all women and girls through the provision of public services and infrastructure (5.8) and to ensuring women’s full and effective participation in decision-making processes (5.9)”. Increasing women’s inclusion in WASH decision-making is of particular importance in Vanuatu given the endemic under-representation of women in public forums at all levels. Infrastructure development and implementation of community-development approaches to improve WASH services can also result in a reduction in gender-based violence.


How can you make a difference?


At the request of the Vanuatu Department of Water Resources, UNICEF is hiring a national consultant for mainstreaming Gender Equality, Disability, and Social Inclusion (GEDSI) in WASH Sector in Vanuatu.


The purpose of this assignment is to ensure Gender Equality, Disability and Social Inclusion (GEDSI) mainstreaming in WASH plans and actions through the Department of Water Resources (DoWR), the Ministry of Health and Ministry of Education and Training to ensure inclusive socio-economic development of children, women, and men in Vanuatu.


The main objective of the assignment is to support the mainstreaming of Gender Equality, Disability, and Social Inclusion (GEDSI) into the Government water, sanitation, and hygiene (WASH) program from the design and planning stage to implementation, monitoring, and results in delivery.


Scope Of Work


The assignment will comprise the following tasks:

  • GEDSI Assessment and Analysis Task 1: Conduct a GEDSI Assessment and Analysis Task 2: Review Existing Key WASH legislations
  • Developing GEDSI Plan and Implementation Strategy Task 3: Review and Revise the Current Gender Action Plan of DoWR Task 4: Develop a Gender Equality, Disability and Social Inclusion (GEDSI) Implementation Strategy Task 5: Update MOH, MOET and DoWR strategies
  • GEDSI Capacity Development Task 6: Conduct GEDSI Capacity Development Training
  • Strengthening GEDSI Monitoring Task 7: Develop a Quantitative and Qualitative Gender Responsive Monitoring Framework
  • Improving GEDSI Standards and Guidelines Task 8: Update National Guidelines and Standards (MOH, DoWR & MOET) Task 9: Develop a WASH Needs Assessment Guideline
  • Strengthening GEDSI Advocacy Task 10: Develop GEDSI Awareness and Advocacy Package

While this consultancy is intended to build Government staff capacity, strengthening and enhancing the skills and knowledge of government staff from DoWR, MOH and MOET on Gender Equality, Disability, and Social Inclusion throughout the project cycle is critical to revise and update the existing tools and materials to ensure GEDSI needs, and gaps are adequately addressed and GEDSI inclusive WASH infrastructure is promoted in communities, schools and health care facilities in Vanuatu.


To qualify as an advocate for every child you will have…

  • Education: The Gender Expert should have an advanced university degree (Master’s or higher) in Social or Natural Sciences or other relevant disciplines, preferably with a specialization in gender, development, and project cycle management.
  • Experience: A minimum of 5 years of practical experience in the field of gender equality, child protection, disability inclusion, and gender mainstreaming.
  • Formal training in gender analysis and gender planning and demonstrated expertise in mainstreaming gender in projects and programs, especially in the specific area of intervention.
  • Thorough understanding of the gender context in the Pacific, and experience working with government institutions and international or non-governmental organizations supporting gender, development, and advocacy work in the specific area of intervention.
  • Familiarity with gender analysis tools & methodologies in WASH is preferable.
  • Strong communication skills, and ability to liaise with various stakeholders, including government officials.
  • Knowledge of gender dynamics in the South Pacific would be an added advantage
  • Language: Fluency in Bislama and English is required (oral and written)
  • Speaking and knowledge of the French language is an asset

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.


The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
